The sculptor Friedrich Wilhelm Volke, who worked in Karlsruhe, designed the monument.

The ‘Platz der Grund­rech­te’ was laid in 2005 between the perimeter road called Zirkel and Schloss­platz (the palace square). Walking through the pedestrian zone, it can be found between Marktplatz and the palace.
